Accessibility Statement

Finnish Heritage Agency’s Permit and Collections Service

The Finnish Heritage Agency strives to ensure the accessibility of its website in accordance with the Act on the Provision of Digital Services (306/2019). The service is subject to the Act on the Provision of Digital Services, which requires public online services to be accessible. This accessibility statement concerns the Finnish Heritage Agency’s Permit and Collections Service (asiointi.museovirasto.fi).

The accessibility statement was drawn up on 11 February 2026, and accessibility has been assessed by Digitalist Open Tech Finland Plc.

Non-accessible content

1. Perceptibility

  • Text alternatives for visual elements: Text alternatives have not yet been added to all images and graphics, which may make it difficult for visually impaired users to understand the content. (WCAG 1.1.1)
  • Table headings: Some tables have accessibility issues, such as missing headings. This may make it difficult to understand the content of the table. We are considering presenting the information as plain text as well. (WCAG 1.3.1)

2. Usability

  • Link text: The text of some links does not, on its own, clearly indicate the purpose of the link, which may confuse users. (WCAG 2.4.4)
  • Contrast: Not all elements on the web page have sufficient colour contrast. This can make it difficult to read the content, particularly for users with low vision. (WCAG 1.4.3)

3. Online forms

  • Field labels: The fields in the forms contain labels that help users understand what information is being requested from them. However, some form fields may present accessibility challenges that could affect their use with assistive technologies. (WCAG 1.3.1, 4.1.2)
  • Keyboard navigation: The forms are largely navigable using the keyboard, but in some cases dynamic elements and transitions between form pages may present challenges (WCAG 2.1.1)
